In this briefing Amnesty International presents an update on developments in the four areas of concern in the European Union's decision to delay a move to lift the arms embargo against China. The four areas of concern that would affect future consideration in lifting the embargo are: the need for Chinese authorities to release citizens imprisoned in connection with the suppression of the 1989 pro-democracy movement; the need for reform of China's "Re-education through Labour" (RTL) system; the need for the PRC to ratify the ICCPR; and the need to ease media censorship.
