On 7 March 1997 Amnesty International wrote an open letter to the Papua New Guinea (PNG) Prime Minister, expressing serious concern at the use of foreign military personnel in support of the PNG Defence Force operations on Bougainville. There is concern that the use of foreign military personnel could contribute to further human rights violations.
