We the undersigned write to express our concern over European governments’ refusal to investigate allegations of involvement in the US-led rendition and secret detention programme and to hold those responsible to account.
Many EU governments refuse to initiate investigations despite mounting evidence against them; many defy human rights standards by keeping their investigations shrouded in secrecy.
Individuals were abducted, secretly detained and tortured in the name of countering terrorism. They are still waiting for the effective remedy owed to them and for states to deliver the justice they deserve. Some remain detained in Guantánamo Bay, either in indefinite detention without charge, or are facing unfair trial and the death penalty.
As the President of the only directly elected body in the EU institutions, we ask you, the president of the European Parliament, to uphold fundamental human rights values by ensuring that this new report unmistakably signals to all implicated EU governments that they must carry out independent, impartial, thorough and effective investigations into their role in the US-led secret detention and rendition programmes.
