Job Purpose:
To lead and develop various accounting functions, particularly treasury management, management reporting and statutory reporting. To lead the production of periodic reports from accounting data on a timely and accurate basis in order to ensure that reporting deadlines, both internal and external, can be met including the IEC. To ensure that all reconciliations are complete, in agreement and signed off on a timely basis. To be responsible for a number of programme areas, including routine policy-making, developing the Programme and taking initiatives forward to the PD/SLT. To work in accordance with the mission statements of the Programme.
MAIN RESPONSIBILITIES:
- Coordinate the work of the Central Finance Functions Team and provide support for all staff in the team.
- Co-ordinate and participate in the recruitment, induction, training, supervision, assessment and appraisal of the staff and ensuring health and safety.
- Participate in the development of periodic internal reporting to IS management, to the IEC and other relevant bodies both internal and external.
- Co-ordinate the production of the annual statutory accounts, quarterly reporting, the Dashboard and ad hoc reports.
- Liaise with the external auditors, the HMRC and other statutory bodies, in conjunction with the Finance Program Director, International Accountant and program Accountant.
- Lead and co-ordinate, the administration of VAT reporting and corporation tax, thereby ensuring all returns are submitted on time.
- Develop, agree and implement appropriate standards and systems for the planning of all areas of the team's work and for reporting on the performance of the team.
- Share skills with the Programme Accountant, the International Accountant and the rest of the Program and contribute in the identification of training needs arising from developments and changes in legislation and standards.
- Contributes to the overall development and integration of the work of the Financial Accounting Program, the achievement of targets within the Program and Operational Programs by generating and considering ideas for work improvement on a continuous basis.
- Manage the treasury functions of the IS to ensure the liquidity of the organisation stays within the acceptable level and the return on assets is maximised.
- Manage the assessment contribution system and the sales ledger of the IS.
- Participate in the coordination of cross programme projects where there is an interface with the areas of the program.
- Represent FAP and participate in formulation of policies with high level of discretion in developing the program.
Person Specification
Skills and experience:
- Experience of supervising staff and an understanding of the issues involved in staff supervision.
- Excellent ability to plan and prioritise work, including when under pressure and to ensure dead lines are met.
- Excellent ability and proven track record in setting goals and priorities, motivate, delegate, train and monitor progress of staff.
- Excellent ability to work cooperatively, internally and externally, with others, including people from diverse backgrounds.
- Experience of producing statutory accounts and other financial information to suit different audiences.
- Experience of liaising and negotiating with auditors and other statutory bodies.
- Formal accounting qualification and understanding of the UK GAAP and the IAS.
- Experience of developing and implementing accounting procedures.
- Excellent computer skills mainly computerized accounts and spreadsheet models.
- Excellent ability to explain complex financial information, issues and ideas to simply and accurately to a variety of audiences both orally and in writing.
- Experience of working in a team and understanding of the importance of efficient communications for sharing information and providing cover for others when necessary.

Holidays Full time staff receive 27 days per annum plus one Amnesty International grace day and statutory and national public holidays .
Office hours 09.30 - 17.30 or 10.00 - 18.00 by arrangement
Relocation Relocation assistance will be available for staff members (and their dependents) recruited from over 80 km/50 miles from the International Secretariat office in which the post is based.
