Amnesty International has recently received reports confirming that at least two other people were killed by government soldiers during demonstrations in Cabinda on 9 and 10 of November 1991. This brings the total number of people killed known to Amnesty to six. According to some sources, however, as many as 16 demonstrators may have been killed.


In a further incident on 26 November a group of soldiers are reported to have opened fire in the market place in Cabinda wounding 20 women traders. The following day, soldiers reportedly shot and wounded a group of school children as they were coming from school.Some were seriously injured. The reasons for these attacks are not known but they appear to have been unprovoked.


FURTHER RECOMMENDED ACTION: Telegrams/telexes/airmail letters:


- Expressing concern about reports that at least six people and possibly as many as 16 civilians were shot dead and dozens of others were wounded by soldiers during demonstrations in Cabinda on 9 and 10 November 1991;


- expressing concern that about 20 women and an unspecified number of children were wounded, some of them seriously, in a reportedly unprovoked attack by soldiers on 26 and 27 November 1991 in Cabinda;


- requesting clarification of these reports;


- explaining that the such arbitrary killings are violations of human rights, both of the right to freedom of assembly and to freedom of expression and of the right to life;


- calling for a thorough, independent and impartial inquiry into these reports, for the findings of the inquiry to be made public and for those responsible for any unlawful killings to be brought to justice.
