UGANDA: ARREST WAR CRIMES SUSPECTS NOW
Your Excellency,
In July 2005, the International Criminal Court (ICC) issued arrest warrants for four senior leaders of the Lord’s Resistance Army: Joseph Kony, Okot Odhiambo, Dominic Ongwen and Vincent Otti.
The men are suspected of crimes against humanity and war crimes committed in northern Uganda, including murder, rape and recruitment of child soldiers. According to reports, they are moving between Sudan and the Democratic Republic of the Congo.
A UN mission (MONUC) is deployed in the Democratic Republic of the Congo, but has no clear mandate requiring it to enforce ICC arrest warrants.
I urge the UN Security Council to clarify MONUC’s mandate and to:
• ask it to search for and arrest anyone named under an ICC warrant, and surrender them to the Court;
• ensure that sufficient resources are provided to MONUC.
