Following Narciso González' "disappearance" on 26 May 1994, his wife is reported to have been told by a military officer that he was seen at the Palacio de la Policía Nacional, National Police Headquarters, in Santo Domingo, the capital, on 27 May 1994.
Between June and August 1994, Amnesty International wrote to President Joaquín Balaguer Ricardo; to the Attorney General, Efraín Reyes Duluc; and to the Secretary of State for the Armed Forces, General Francisco Javier Núñez, expressing concern at the alleged "disappearance" of Narciso González. In its appeals the organization urged the authorities to investigate his "disappearance" immediately and thoroughly and to make the results of the investigations public.
Following these appeals, Major General Rafael Guerrero Peralta, Chief of the National Police, wrote to Amnesty International informing it that Narciso González had never been arrested by the National Police. The Chief of the National Police also informed the organization that the National Police was making efforts to determine his whereabouts.
Amnesty International is extremely concerned that no independent investigation seems to have been carried out into the "disappearance" of Narciso González and that five months after his "disappearance" on 26 May 1994, his whereabouts remain unknown.
FURTHER RECOMMENDED ACTION: Please send telegrams/faxes/express and airmail letters in Spanish, English or your own language:
- expressing concern that Narciso González' whereabouts remain unknown five months after his "disappearance" on 26 May 1994;
- acknowledging that the National Police is making efforts to determine Narciso González' whereabouts, but expressing grave concern that no independent investigation into his "disappearance" seems to have been carried out;
- urging the Attorney General to ensure that an independent investigation is carried out into the "disappearance" of Narciso González, and that the results be made public.
