Dear Prosecutor General,


Bulat Chilaev, a 27-year-old driver for the Russian nongovernmental human rights and humanitarian organization Grazhdanskoe Sodeistvie (Citizens’ Assistance), was abducted in April 2006. He was driving to Grozny when masked men blocked the road. They dragged him out of his car, handcuffed and drove him away. That was the last time Bulat was seen.


Bulat is one of thousands of people who have become victims of enforced disappearances in Chechnya, causing unending agony for their relatives. Virtually none of the nearly 2,000 investigations have produced any results, and relatives seeking justice often face reprisals and intimidation.


I urge you to: investigate the whereabouts of Bulat Chilaev and what has happened to him, to make the findings known to his family, to bring to justice those found responsible for his enforced disappearance, and to provide protection from intimidation for witnesses and relatives.
