Rights at risk: Amnesty International's concerns regarding security legislation and law enforcement measures

This report sets out some of Amnesty International's concerns regarding security measures which infringe or undermine human rights. While focusing on the risks to human rights in new security legislation and procedures, it also gives examples of the effects on individuals such measures have had in the past.The concerns identified in the report include: Vague and broad definitions of "terrorism" in security legislation, which may infringe the rights to freedom of expression and freedom of association; laws permitting incommunicado detention, a practice which has facilitated torture and laws permitting authorities to detain people without charge or trial.
