In December 1999 the Namibian government permitted the Angolan army to mount attacks from Namibian soil against the forces of the União Nacional para a Independência Total de Angola (UNITA), National Union for the Total Independence of Angola. Since then armed UNITA groups have repeatedly launched attacks into Namibia, killing and abducting civilians. In dealing with the situation, both Angolan and Namibian government have carried out human rights violations.
