Burundi: Insurgency and counter-insurgency perpetuate human rights abuses

Between December 1997 and September 1998 hundreds of unarmed civilians were killed by the Burundian security forces or by armed opposition groups and many more have been internally displaced or have fled to neighbouring countries. This report details the violations committed by the Tutsi-dominated security forces and the opposition groups against both the Hutu and Tutsi populations. It also looks at the problems facing the refugees, many of whom face forcible repatriation to Burundi.
