Ghana: End impunity through universal jurisdiction (No Safe Haven Series – 10)

This paper makes extensive recommendations for reform of law and practice so that Ghana can fulfil its obligations under international law to investigate and prosecute crimes under international law, to extradite persons suspected of such crimes to another state able and willing to do so in a fair trial without the death penalty or a risk of torture or other cruel, inhuman or degrading treatment or punishment or to surrender them to the International Criminal Court.
