Almost two years after the arrest of Laurent Gbagbo and the swearing in of President Alassane Ouattara, the promises made by the new authorities to respect and protect human rights and the fight against impunity remained unheeded. The increase in arbitrary arrests, the continuing pattern of torture, the omnipotence of the armed forces, the logic of revenge and the perpetuation of impunity all feed divisions and resentments. The recommendations in this report address the issue of impunity and justice, two essential pillars of any reconciliation effort.
