This report outlines various human rights violations by Kenyan law enforcement officials during "anti-terrorism" operations. The organisation is concerned that the Kenyan authorities have failed to act in compliance with international human rights law and standards and Kenyan law in the investigations following the bombing of a hotel in Kikambala, near the port city of Mombasa in November 2002 and other "terrorist" acts on civilians.
