Malawi: Prison conditions, cruel punishment and detention without trial

This document describes the reportedly poor prison conditions in which prisoners are held in Malawi. Conditions in Mikuyu Prison and Zomba Central Prison, where political prisoners are held are reported. AI is also concerned about the special punishment regime, known as the “hard-core” program, in force at Dzeleka and Nsanje prisons. This regime is directed at certain convicted criminals. The following people are reported to have died in detention since 1989: Fred Sikwese, a former government official; Msungama; Alec Kadango, a businessman, Katanga Sani, a Muslim businessman and Sylvester Phiri. AI believes that at least 20 long-term political detainees are still being held, along with many other uncharged detainees; AI is also concerned about several recent arrests.
