Mozambique: Human rights and the police

Under-resourcing, poor pay and the rising crime rate following the UN withdrawal in 1994 have all contributed to creating a police force in Mozambique that is regularly involved in “disappearances”, killings, torture and ill treatment of prisoners and other such human rights violations. A five year program to restructure and retrain the force has received international support particularly from the Spanish Guardia Civil.
