Mozambique: Monitoring human rights – the task of UN police observers

This report aims to increase awareness in Mozambique and within the international community of the deployment of UN police monitors and the tasks that face them. It outlines the human rights provisions in the General Peace Agreement and describes some of the human rights violations which have taken place recently. It focuses on the roles of the Mozambican police and of the ONUMOZ police component. Two checklists are attached: one summarizes the human rights provisions within the General Peace Agreement and the other lists international human rights standards governing the behaviour of law enforcement officials. Also attached is AI’s 15-point Program for Implementing Human Rights in International Peacekeeping Operations.
