Chile: Five cases of torture and ill-treatment

AI welcomes the legislative measures adopted by the Chilean Government to prevent and punish torture and notes the decrease in reports of torture during 1994. Nevertheless, AI remains concerned by the fact that it continues to receive reports of torture from Chile and that the authorities appear to have been unable to secure convictions against those responsible. The allegations of torture described here have been registered by AI in recent weeks. Methods of torture included beating and electric shocks. None of the cases involved individuals accused of politically motivated offences. The cases summarized here are: Jaime Humberto Jorquera Arellano; Roberto Catalan Valenzuela, Jorge Patricio de la Cruz Ortiz and Cecilia Maria Silva Godoy.
