This report outlines some of AI's concerns in Ecuador and the failure of reforms to the National Police branch responsible for investigating criminal suspects because of institutionalized impunity. AI believes that the publication in June 1997 of the Draft National Action Plan for the Protection of Human Rights is an opportunity for Ecuador to develop a coherent startegy for addressing this issue.
