Ecuador: Death in custody and torture

AI is concerned about reports of torture inflicted upon detainees in establishments run by the Oficina de Investigaciones del Delito, (OID – Crime Investigation Office). This report cites one case where the prisoner, Felipe Moreira Chavez, allegedly died under torture and three others where criminal suspects were detained by police and interrogated under torture (William Fausto Andrade, Victor Hugo Cadena and Johny Julio Lara Teran). Victor Hugo Cadena was reportedly threatened after he made a formal complaint. The cases cited occurred between June and August 1992. The OID succeeded the Servicio de Investigaciones Criminales (SIC), which was dissolved in September 1991, following an inquiry which had found that SIC members were responsible for human rights violations.
