Amnesty International hopes that, with the launch of this document, its recommendations will this time have an effect. The report describes the organization's main concerns regarding the regulatory and institutional structure of the Ecuadorian police court system and analyzes how that system of jurisdiction has been facilitating and even, in some instances, causing impunity when dealing with serious human rights violations, including cases of torture and ill-treatment and forced disappearances. The report is issued one year after the publication of the report entitled "Ecuador: With no independent and impartial justice there can be no 'rule of law' " and the launch of Amnesty International's international campaign to end the use of police jurisdiction to try members of the security forces accused of committing human rights violations.
