Amnesty International’s concerns about human rights in Haiti after the coup of 30 September 1991 are set out in this paper. Reports of extrajudicial killings include that of Radio Caraibe Director Jacques Caraibe, found dead after he had been taken by soldiers. Soldiers are reported to have shot and killed large numbers of people on several occasions, e.g. in Cite Soleil on 2 October, and in the Lamentin 54 area. An attack by the security forces on Lafanmi Selavi orphanage on 1 October resulted in the death of 17-year-old Jacques Seus Jean-Gilles. Six people are reported to have been killed by the security forces in Gonaives. AI is also concerned about reports of torture and ill-treatment by the security forces and about attacks on supporters of the former President.
