People in Jamaica's inner cities have for decades been caught between the reign of fear exercised by criminal gangs and violent policing. Far-reaching reforms to the police and the justice system have begun. As this report shows, these reforms have now reached a critical stage. With political will and commitment, they can help drive forward the changes needed to tackle entrenched human rights problems in the inner cities.
