Peru/Chile: Serious human rights violations during the presidency of Alberto Fujimori (1990-2000)

The generalized and systematic nature of the human rights violations during the 1990 – 2000 Fujimori presidency constitutes a crime against humanity. States have obligations to investigate, process and punish those responsible for committing or ordering crimes against humanity. States also have to collaborate with their apprehension, detention, extradition and punishment. This document considers the charges against Alberto Fujimori; the Colina Group, a ‘death squad’; impunity during the presidency; the deterioration of the rule of law and threats against human rights defenders; the detention of Fujimori in Chile; and, international obligations to investigate and punish crimes against humanity.
