India: Punitive use of preventive detention legislation in Jammu and Kashmir

The report describes in its first part cases which illustrate how preventive detention legislation has been used to stifle and punish political dissent in Jammu and Kashmir. The second part of the report describes preventive detention legislation, particularly the Jammu and Kashmir Public Safety Act (PSA) and the arguments which have been advanced by local lawyers to challenge the Act in the courts. The paper concludes with a set of recommendations to the Government of Jammu and Kashmir.
