On 9 May 1994 AI reported the case of a young man, Jugataram, in the state of Rajasthan who had his penis severed by police officers while held at Sadar police station in early February 1994. Following a police inquiry, AI has learned that four men, including three police officers, have been charged with conspiracy to detain Jugataram illegally.
