This open letter to Chief Minister of Jammu and Kashmir sets out Amnesty International's observations on the implementation so far of seven of the key human rights commitments contained in the Common Minimum Program. While appreciating the tough challenge facing the government, Amnesty International urges the government to maintain law and order in the face of continuing violence by armed opposition groups.
