There is concern at recent reports of serious human rights violations in several districts of Nepal, in the context of police operations against a “people’s war” declared by the Communist Party of Nepal (Maoist) (CPN-Maoist) in February 1996. This document focuses on seven reports of torture in police custody, including the use of falanga (beating on the soles of the feet). The following cases are reported: Jhakku Prasad Subedi, Dambar Bahadur Rokaya, Jhim Bahadur Chand, Umakanta Sharma, Karna Bahadur Budhathoki, Tilbir Budhathoki and Padam Oli.
