In recent months there has been an escalation in human rights abuses in Nepal, committed by law enforcement officials and members of the Communist Party of Nepal (CPN) (Maoist), following the declaration of emergency in November 2001. An ever-increasing number of human rights violations, including killings and torture, are committed with impunity
