The report describes several cases of targeted killings of Shi'a professionals, particularly doctors and of Christians and Westerners in the recent past, examines the identity and possible motivation of the perpetrators of such abuses and examines the government's attitude to such abuses. It ends with a set of recommendations to the new government of Pakistan.
