This document describes AI's concerns on Bougainville during 1994. Since the conflict began on Bougainville in 1988, AI has documented serious violations by government forces and government-backed Resistance Forces, including extrajudicial execution, torture, and rape. The secessionist Bougainville Revolutionary Army (BRA) has also committed abuses. AI welcomes the decrease in incidences of reported violations since the beginning of 1994 but remains concerned that few incidents of alleged violations have been properly investigated and few of those believed responsible brought to justice.
