In this document Amnesty International expresses major concerns about the slow pace of improvementsin the human rights situation; the deeply flawed justice system; and impunity for the security forces. All of these factors have led to continuing human rights violations, including a general lack of proper investigations into abuses by both the security forces and non-state actors in the context of the violence in the South and the 2003 "war on drugs"; torture and ill-treatment of detainees; killings and "disappearances" of human rights defenders; the increasing use of the death penalty; and lack of protection for refugees and asylum-seekers.
