In this open letter The Judicial System Monitoring Programme (JSMP), KontraS (the Commission for the Disappeared and Victims of Violence), and Amnesty International write to urge the Security Council to take immediate and effective steps to address the continuing impunity for crimes against humanity and gross human rights violations which occurred in Timor-Leste (then East Timor) under Indonesian occupation (1975-1999).
