As the Security Council meets in a last open debate on Timor-Leste since the setting-up of the first United Nations (UN) mission in the country in 1999, Amnesty International writes to highlight ongoing concerns about impunity for crimes against humanity and serious human rights violations during the period of Indonesian occupation and at the time of the UN-sponsored referendum in 1999. Thirteen years on, successive UN missions have so far failed to deliver justice and reparations for victims.
