Belgium: Submission to the United Nations Committee Against Torture: 51st Session of the United Nations Committee Against Torture (28 October – 22 November 2013)

This briefing highlights concerns with respect to prison and detention facilities, in particular overcrowding, the lack of effective complaint procedures, conditions in detention and the failure of the government to provide prisoners with psychological disabilities with the care they are entitled to by law. The submission also highlights cases of police violence and violations of the principle of non-refoulement. Finally, Amnesty International draws the Committee’s attention to the absence of a National Preventative Mechanism and of a National Human Rights Institution.
