Italy’s discriminatory treatment of the Roma breaches EU Race Directive: Briefing to the European Commission

Amnesty International is submitting this briefing for consideration by the European Commission to review whether Italy should be the subject of infringement proceedings under the Race Equality Directive for its discriminatory treatment of the Roma in relation to their right to adequate housing and related due process and other guarantees. The briefing focuses on practices and regressive laws and policies which violate Italy’s obligations under the Directive, including continuing violations undertaken as a result of the “Nomad Emergency” legislation despite it being struck down by the Italian Council of State on 16 November 2011.
