Portugal: Attack on a prisoner in Lisbon Prison

This document tells of the attack on Albino Libânio on 11 November 2003 when he was beaten by some 10 to 15 prison officers, including trainee prison officers, while detained in Lisbon Prison. The subsequent prison service report found that he suffered multiple injuries as a result of a beating amounting to grave physical ill-treatment. Amnesty International is concerned about this, the failure to provide the prisoner with medical assistance, and that the prison authorities failed to identify and prevent the potential for abuse of the physical and mental integrity of inmates arising from the use of a cell in Lisbon Prison. Recommendations as well as concerns are detailed in this document.
