Ukraine: Comments on the Third Periodic Report submitted to the United Nations Committee against Torture

This report, which was submitted to the UN Committee against Torture, examines the issues surrounding torture and ill-treatment in Ukraine and presents recommendations to the authorities. Amnesty International’s concerns include provisions in current legislation which facilitate torture and the absence of legislation to make all acts of torture offences. There is also concern at prison conditions which amount to cruel, inhuman or degrading treatment, including the lack of medical care for HIV-positive prisoners. There is further concern at the failure to adequately investigate reports of torture, and the continued use of confessions extracted under torture as evidence in judicial proceedings, including in death penalty cases. Amnesty International is calling on the authorities to implement measures aimed at the prevention of torture, including the provision of training to law enforcement officials concerning the prohibition of torture and ill-treatment.
