Amnesty International is dismayed to hear that on 7 May 2003 the Parliament of Georgia was the second parliament in the world to ratify a bilateral impunity agreement with the United States of America. This agreement will oblige Georgia not to surrender to the new International Criminal Court United States nationals accused of genocide, crimes against humanity and war crimes. This agreement violates Georgia's obligations under international law, including as a signatory to the Rome Statute of the ICC. Amnesty International is writing to urge the President to grant consent to this unlawful impunity agreement.
