Sapar Baltabayev, former head doctor of the Dzhezkazgan Regional Mental Hospital, was sentenced to death in early 1994 for the murder of the deputy head of Dzhezkazgan town administration and the deputy head of the town’s healthcare department. His accomplice was sentenced to 12 years in prison. It is not known whether Sapar Baltabayev’s appeal has already been heard by the Supreme Court of Kazakstan.
