This report focuses on the treatment of prisoners in Kazakstan and the brutal regime which prevails in the pre-trial and penitentiary systems, including torture and deliberate ill-treatment of prisoners, including juveniles, and appalling conditions of detention which have led to deaths in custody, and which amount to ill-treatment. The report also contains detailed information on the use of capital punishment and the exceptionally high rate of executions. The report is based on the findings of an Amnesty International mission to Almaty in February and March 1996, and contains detailed recommendations about ending torture, ill-treatment and the death penalty based on international human rights standards.
