This report is an update to a paper issued in May 1999: "Former Yugoslav Republic of Macedonia: The protection of Kosovo Albanian Refugees (EUR 65/03/99). Based on interviews with refugees as well as representatives of international and local agencies, it focuses on the Humanitarian Evacuation Programme (HEP) and the need for further durable solutions for the protection of all refugees and internally displaced people in the region.
