This document has been prepared to accompany pocket-sized cards containing ten basic rules for law enforcement which Amnesty International is offering to Mozambican police and ONUMOZ civilian police monitors to help ensure the protection of human rights in Mozambique during the run-up to the country's first multi-party elections in October 1994. These rules are based on international human rights standards, although the cards and this commentary are intended as a handy reference and not as a full explanation of all the rules of law enforcement.
