This submission to the Committee on the Elimination of Racial Discrimination is in response to the Committee's thematic discussion on non-citizens and racial discrimination. It presents a number of case studies which reveal that non-citizens are often subject to human rights abuses by state authorities including arbitrary arrest and detention, and abuse of their economic, social and cultural rights.
