Council of Europe: Amnesty International’s initial comments on the drafting of a Recommendation on measures to combat discrimination based on sexual orientation or gender identity

In this document Amnesty International submits comments for consideration by the Committee of Experts on discrimination on grounds of sexual orientation and gender. Amnesty International welcomes the drafting of a Committee of Ministers Recommendation on measures to combat discrimination based sexual orientation or gender identity. The organization considers that Council of Europe member states would benefit from specific guidance in a number of areas to assist them in respecting and protecting the human rights of lesbian, gay, bisexual and transgender persons.
