This document examines those areas of competence and action where he EU bears direct responsibility for ensuring adequate protection of human rights in the context of countering terrorism. It proposes ways in which the EU can ensure that its approach to fighting terrorism actively incorporates the need to protect human rights and the rule of law thus rendering its counter-terrorism effort more effective.
