Iraq: Human rights abuses in Iraqi Kurdistan since 1991

This report is based on research carried out by AI over the past three years in Iraqi Kurdistan. Its concerns include detention of suspected political opponents; torture; failure to investigate abuses adequately; use of the death penalty and the enactment of legislation increasing the number of offences punishable by death; executions after summary “trials” and unlawful and deliberate killings. The area in question has been controlled by Kurdish forces since 1991. AI holds them accountable for the abuses described in this report, in line with its mandate in relation to abuses committed by armed political groups. AI is calling on the Kurdish administration and leadership to act on the recommendations contained in this report.
