On 18 and 19 February 2003, over 60 United Nations member states debated the situation in Iraq. Most states argued that all peaceful means must first be exhausted before any resort to war could be considered. Many also expressed deep concern about the impact of war on the humanitarian plight of Iraqi civilians.
