Libya: Submission to the UN Universal Periodic Review: Ninth session of the UPR Working Group of the Human Rights Council, November-December 2010

In this submission, Amnesty International provides information as stipulated in the General Guidelines for the Preparation of Information under the Universal Periodic Review. Amnesty International raises concerns over the death penalty; lack of safeguards against torture or other ill-treatment; gender-based discrimination; a parallel legal system to try individuals accused of offences “against the state”; and the lack of legal protection for refugees. The organization also describes concerns about the rights of freedom of expression, association and assembly; and impunity for past human rights violations.
