Further information on UA 349/92 (AFR 12/16/92, 11 November 1992) - Legal concern/Fear of ill-treatment

ANGOLA:Godfrey Absalom Nangonya, aged 61

Godfrey Absalom Nangonya, who was detained on 1 November 1992 on account of his sympathy with the opposition União Nacional para a Independência Total de Angola (UNITA), National Union for the Total Independence of Angola, was released on 15 December 1992.

Over 70 others arrested in similar circumstances and held in Estrada de Catete prison were also released on 15 December. However other detained UNITA members or supporters are apparently still being held in other detention centres.

Amnesty International has been informed that Godfrey Nangonya's wife and children were arrested with him and that they were released four days later. After their arrest the family was taken to a police station where both Godfrey Nangonya and his wife were beaten in front of their children. Godfrey Nangonya suffered a broken tooth and an injury to his arm. He was subsequently transferred to the Estrada de Catete prison where, one night, a guard shot at him as he was sleeping. The reasons for the shooting are not clear. Fortunately he was not injured as the bullet passed between his arm and his chest.

FURTHER RECOMMENDED ACTION: Please send telegrams/faxes/airmail letters in Portuguese, English or your own language:

- welcoming the release of Godfrey Absalom Nangonya and other prisoners who were also released on 15 December 1992;

- expressing concern that Godfrey Absalom Nangonya was reportedly beaten at the time of his arrest and shot at in prison;

- urging that the cases of all remaining political prisoners be reviewed in order to determine whether any of those still detained were arrested solely because they expressed, or are suspected of expressing, support for UNITA without taking up arms against the government and that such prisoners be released immediately;

- calling on the authorities to ensure that law-enforcement officials act in accordance with international standards for the protection of prisoners and that prisoners are given regular access to their families, lawyers and medical assistance.
